The REDD+ Strategy and program includes actions to reduce risks of emissions displacement (leakage) and support monitoring at the sub-national and national levels.
The following criteria and indicators set out how the principle is to be addressed and respected in Nepal, and will be reported on in more detail in the future:
G1. Risks of emissions displacements, including direct, indirect and underlying drivers of deforestation and forest degradation, are defined and assessed, and mitigation plans developed.
Means of verification:
Description of policies, laws and regulations that have provisions related to assessment, mitigation, and monitoring of risks of displacement, including at local level in relation to district/CBFM forest management; Summary of any NRS sections and actions that support assessing, mitigating and monitoring of risks of displacement Summary of specific procedures for REDD+ programs that require assessing, mitigating and monitoring risks of displacement (e.g. SESA, impact assessment, ESMF etc)
Means of verification:
Summary of work undertaken, with evidence (e.g. links, report names), showing that: - that risk assessment ithat includes risks of reversals has been done (e.g. via EIA, SESA, ESA, ART/TRD risk assessment tool, consultation process, FMP process/content) for REDD+ related activities - that drivers are identified/analysed (e.g. via drivers analysis, in FMPs, in ERPDs, in NRS, etc) - that risk mitigation plans and/or measures to reduce risk are developed & documented (e.g. in NRS, ESMF, FMPs etc) - information on any measures implemented (e.g. from monitoring reports)
Verifier:
Plantation of 2 hectare to the riverine forest to reduce the risk of displacement in Nasong 1 Taal area completed.
G2. Periodic monitoring and evaluation of forest-related emissions and changes in carbon-stock conducted, including monitoring of measures implemented and any incidences of displacement.
