Multistakeholder mechanisms for REDD+ are established and operational.

Evidence Supporting This Indicator

  • The National REDD+ Steering Committee (NRSC) was established in 2009 as the high-level policy institution for REDD+. Chaired by the Minister for Forests and Environment, it meets once a year, providing policy direction for REDD+. The NRSC includes 24 representatives from => ministries of forests and environment, finance, water resource energy and irrigation, agriculture land management and cooperatives, industry and commerce; national planning commission; national natural resources and fiscal commission; network of local governments; national REDD Implementation Centre; representatives from organisations of women, Indigenous Peoples and local communities, Madhesis, Dalits and private sector.
  • The National REDD+ Coordination Committee (NRCC) was formed in 2020 under chairmanship of the Secretary of the Ministry of Forests and Environment (MoFE) to make decisions on technical matters, monitoring and implementation of REDD+ programs. The NRCC includes representatives of relevant government departments and divisions (e.g. climate change management, environment and biodiversity, planning, monitoring and coordination, participatory forestry, forests and watersheds, forests and soil conservation, national parks and wildlife conservation, plant resources, training and extension centre), Indigenous Peoples and local community organisations, and private sector .
  • A REDD+ Multi-Stakeholder forum and Indigenous Peoples and Civil Society Organisation (IPs & CSOs) Alliance have alsoi been established as platforms for sharing progress, receiving feedback and developing a common understanding on REDD+ among stakeholders.
  • REDD IC periodically organises meetings of the Forum and Alliance, and budget has been allocated for the operation of these and other REDD+ institutions. These institutions were recently confirmed in the updated NRS (2025-2034), which also provides updated information on their membership.

Multistakeholder mechanisms for REDD+ at the sub-national level:

  • At the provincial level, REDD+ desks have been established at the Forest Directorates under the Ministry of Forest and Environment (MoFE) which, along with Division Forest Offices (DFOs) at district level, coordinate REDD+ related activities. There are REDD+ desks operational in all 7 provinces (states), followed by 7 forest provincial forest directorate REDD desks. Similarly, all 84 DFOs along with 20 Protected Areas (PAs) also have a REDD desk.
  • In every province a 21-member Provincial REDD+ Coordination Committee (PRCC) is operational that is housed at the ministry responsible for forest, environment and climate change. Its membership comprises representatives from multiple sectors including environment, climate change, finance, forest, agriculture, energy, Federation of Community Forestry Users Nepal (FECOFUN), Nepal Federation of Indigenous Nationalities (NEFIN), women and Dalit-related networks/associations.
  • The forest and environment-related section or coordination committee of local governments coordinate REDD+ activities at the local level. REDD+ nodal persons are positioned at the Division Forest Office and protected area offices to facilitate the REDD+-related activities.
  • At the community level, collaborative and community-based forest management groups, such as Community Forest User Groups and Collaborative Forest Management User Groups, implement REDD+-related activities as per their respective forest operational/management plans.
