Appropriate measures are taken to ensure compliance of the REDD+ Strategy and programs with key national policies on forests, environment, and development, and relevant legal instruments.

Evidence Supporting This Indicator

  • Nepal’s NRS (2018-2022) was formulated in 2018 by the Ministry of Forest and Environment (MoFE) and approved in line with the country’s needs for managing forests and biodiversity as well as its commitments to international conventions.
  • Background studies were conducted to ensure alignment with forest context and legal framework, including studies on: Drivers of Deforestation and Forest Degradation; Forest Reference Level and measurement, reporting and verification (MRV); Strategic Environmental and Social Assessment (SESA); Economic Modelling; carbon ownership; political economy of land use and forest values; and assessment of policies and laws.
  • Local, subnational, and national level consultations on the first draft NRS (prepared in 2014) resulted in a second draft, which was reviewed by a Technical Committee and laid the foundation for the final Strategy (2018).
  • The NRS was reviewed in 2024 and revised in 2025, covering the period 2025-2034. The revision process included: review of the previous Strategy's implementation; updated analysis of drivers, policies, laws and regulations; and adjustments to its strategies and actions, to ensure that it remains in line with the national forest context and supportive of national policies and programs. Consistency with national context and needs was further facilitated by consultations with stakeholders held at federal and provincial levels in 2024, with around 270 participants total, as well as expert review and endorsement by MoFE.
  • Nepal's forest resources are overseen and managed by the federal MoFE and its subsidiaries as well as the concerned provincial ministries and Divisional Forest Offices (DFOs). MoFE, its divisions (Climate Change and Management Division (CCMD), Environment and Biodiversity Division, and Planning Division) are responsible for developing various policies and programs related to forestry, biodiversity and environment. Therefore, they are responsible for ensuring that REDD+ programs are aligned to the national policies/programs.
  • The REDD Implementation Centre (REDD IC) under MoFE is responsible for is responsible for planning, development, implementation, and monitoring of the NRS and REDD+ programs , and for ensuring that REDD+ actions are designed and implemented in consistency with forestry sector policy and legal frameworks. The Center also bridges state and district-level REDD+ planning, further promoting alignment. The CCMD provides technical assistance to REDD IC.
  • The Ministry has established institutional mechanisms at Federal and provincial levels to oversee and implement REDD+, including ensuring consistency with the broader legal or policy framework of the forest sector. The multistakeholder National REDD+ Steering Committee (NRSC) endorses ERPs, while the National REDD+ Coordination Committee (NRCC) makes decisions on technical matters, including oversight of the implementation and monitoring of REDD+ programs.
  • At the subnational level, forest and environment related sections or coordination committees of local governments coordinate REDD+ programs in order to implement the Strategy within their jurisdictions. At community level, groups such as Collaborative Forest Management User Groups will implement REDD+ as incorporated in their respective Forest Management Plans.

  • The Forest Carbon Partnership Facility (FCPF) ERP was developed with inputs from three national, four regional and 36 district-level consultations during 2016-2017, conducted in collaboration with the Nepal Federation of Indigenous Nationalities (NEFIN), the Federation of Community Forestry Users Nepal (FECOFUN), Dalit NGO networks and field partners. The ERP Document was then endorsed in a meeting of the National REDD+ Steering Committee in April 2018, following integration of comments received from a Technical Advisory Panel (TAP).
  • The LEAF ERP, which is seeking to register with ART-TREES, is based on the NRS actions implemented in three provinces of Gandaki, Lumbini and Bagmati during 2022-2026, with further components of the program (such as benefit sharing) developed through an extensive consultation process at national, provincial and district levels and aligned with the country's legal framework. The TREES Registration Document and TREES Monitoring Reports are approved by MoFE prior to submission to ART-TREES.

  • NRS (2018-2022) comprises 12 Strategies, each with a set of Actions, formulated in alignment with Nepal's key national forestry, environmental and development policies. For example, Strategy 1 on 'Reduce Carbon Emissions, Enhance Forest Carbon Stocks, and Improve Supply of Forest Products' focuses on collaborative and community-based forest management and sustainable forest management, key areas within Nepal's forest sector policies; Strategy 2 to 'Increase Non-Carbon Benefits of Forest Ecosystems' includes actions to promote ecosystem-based adaptation and address key threats to biodiversity as identified by the Nepal Biodiversity Strategy and Action Plan (2014-2020).
  • NRS (2025-2024) includes a 'strategic approach' to mainstream REDD+-related issues into sectoral plans, policies, and programs, as well as an updated set of 10 Strategies and their actions. These include Strategy 4 to 'Improve forest tenure, ensure carbon rights, and fair and equitable benefit sharing', in line with the National Forest Policy (2019), and under Strategy 2, an action on the potential of forest areas as other effective conservation area measures (OECMs), a key biodiversity conservation policy approach.
  • The seven REDD+ interventions of the FCPF ERP and related actions are consistent with or complement the objectives of national forest policies and programs and the NRS: the first and second interventions focus on improving management practices and expanding the area of collaborative and community-based forest management, a key approach for Nepal's forest sector and the NRS; the fifth intervention is to scale up Pro-poor Leasehold Forestry (LHF), expanded under Nepal's Leasehold Forest Policy (2002), which seeks to rehabilitate degraded forest ecosystems and enhance local livelihoods.
  • The LEAF ERP's interventions are drawn from the NRS, and aligned with key national forest and other sectoral policies and programs, including through the promotion of community-based forest management, sustainable management of forests, forest fire management, restoration of degraded forests, grazing management, agroforestry promotion, seedling production, and plantations.
