• The National REDD+ Strategy (NRS, 2018-2022) identifies Indigenous Peoples, local communities, women, Dalits, Madhesis, forest-dependent households, Community-Based Forest Management (CBFM) groups, civil society organisations and government institutions as key target groups for REDD+ engagement and information sharing. The Strategy recognises that effective participation, safeguards implementation and benefit-sharing depend on these groups having access to timely, relevant and understandable information.

• The 2004 review of the NRS identified gaps in awareness and understanding of REDD+ safeguards, FPIC, grievance mechanisms and programme processes among rights-holders and stakeholders, particularly among Indigenous Peoples, local communities and marginalised groups. The review highlighted the need for more targeted and accessible information-sharing approaches.

• The updated NRS (2025-2034) reinforces commitments to transparency and information sharing. Activity 8.10 promotes transparency and availability of quality information at federal, provincial and local levels, with the expected outcome that REDD+ communication and information-sharing mechanisms are functional and accessible to stakeholders. The Strategy identifies Indigenous Peoples, local communities, women, Dalits, Madhesis, forest-dependent households, CBFM institutions and other stakeholders as priority audiences for REDD+ information.

• The National Guidelines on Free, Prior and Informed Consent (FPIC) for REDD+ require information sharing to be culturally appropriate, accessible and understandable to affected rights-holders. The Guidelines emphasise provision of information in forms and languages appropriate to local contexts and identify Indigenous Peoples, local communities and other affected groups as key recipients.

• The Stakeholder Engagement Plan (draft, 2025) further identifies key stakeholder groups and outlines approaches for targeted communication and engagement throughout REDD+ planning, implementation, monitoring and reporting processes.

Data Sources:

• REDD+ stakeholder engagement and communication platforms include the REDD+ Multi-Stakeholder Forum and CSOs & IPOs Alliance, National REDD+ Steering Committee, National REDD+ Coordination Committee, and Provincial REDD+ Coordination Committees. These platforms facilitate information exchange, consultation and communication among government agencies, civil society, Indigenous Peoples, local communities, development partners and other stakeholders.

• The general public and the affected communities can seek and receive official information on REDD+ actions by exercising the provisions of the Right to Information Act (2007) and Rules (2009). 

• REDD+ Desks, led by the government at provincial and division/district levels, provide information to CBFM groups, Indigenous Peoples, local communities, and relevant stakeholders through notice boards, radio, public hearings, and other means. 

• Official online information-sharing channels include the websites of the Ministry of Forests and Environment (MoFE), REDD Implementation Centre (REDD IC), Provincial Forest Ministries and Division Forest Offices (DFOs). The REDD IC website (http://www.redd.gov.np/) provides information on the Centre's functions and the REDD+ related activities, and this page (https://redd.gov.np/page/pro-active-disclosure/)  proactively discloses further information (such as REDD+ budget and annual activities). REDD IC has also set up an email address (info@redd.gov.np) and a contact form for information requests.

• The Safeguards Information System (SIS) (https://sis.redd.gov.np/sis) provides information on REDD+ safeguards implementation, including on stakeholder engagement and grievance mechanisms - The National Forest Information System (NFIS) (http://nfis.redd.gov.np/nfis) is an online portal established to provide a wide range of information on forests.  

• Additional communication channels include REDD IC's annual reports, Emission Reduction program reports (such as the FCFP ER Program's Emission Reduction Monitoring Reports), social media, public notices and community-level meetings.

• Different forms of stakeholder consultations, including FPIC processes, are conducted in the design, implementation and monitoring and evaluation phases of REDD+ programs, and facilitate dialogue and exchange of information, such as the FPIC process organised for the development of the LEAF ER Program in 2023-2025.

• Grievance Redress Mechanisms (GRMs) represent another for stakeholders to obtain information in accessible languages or formats or submit grievances related to access to information.
