B5.3 REDD+ benefits sharing mechanisms, plans and procedures are developed through consultation with all relevant stakeholders.

Evidence Supporting This Indicator

  • The National REDD+ Strategy (2018-2022) was developed through multi-stakeholder consultation processes at national and sub -national levels, involving forest user groups, Indigenous Peoples 2019 organisations, civil society organisations and government institutions.See Safeguard D for more information on stakeholder engagement processes related to the NRS.
  • During the review and update of the NRS (2025-2034), consultations were undertaken at national and provincial levels with a range of stakeholders, including forest -sector institutions, sub -national authorities, civil society representatives and technical experts. These consultations included discussion of REDD+ governance and benefit -sharing at national scale, feeding into strategy provisions for strengthened oversight, clear roles for community -based forest management groups, and improved reporting systems for the FDF.
  • The updated NRS (2025-2034) confirms the Forest Development Fund (FDF) as the national mechanism for managing and distributing carbon -related financial benefits, and specifies the governance structure and allocation rules guiding FDF implementation (e.g., model of benefit distribution, oversight arrangements and institutional responsibilities).
  • Detailed operational guidelines for implementation of national REDD+ benefit-sharing arrangements through the FDF have been developed with support from the World Bank.

  • Following drafting of the FCPF ER Program BSP in 2018, bottom-up, participatory consultations were held at the local, provincial and national levels in 2019, with a total of 279 participants, including Indigenous Peoples, local communities, and Civil Society Organizations (CSOs), as well as government, private sector, and thematic experts.
  • A total of 6 consultations, 3 focus group discussions and 2 in-depth interviews were conducted in the field in 2019 as well, with the participation of Indigenous Peoples, marginalised groups and DFO officials.
  • At the federal level, consultations were conducted in 2019 with experts from South Asia Institute for Advanced Studies (SIAS), The Centre for People and Forests (RECOFTC), the Nepal Foresters 2019 Association (NFA) and with representative of CSOs such as NEFIN, FECOFUN, ACOFUN, Dalit NGO Federation (DNF), Rastriya Dalit Network (RDN), Dalit Alliance for Natural Resources (DANAR), Himalayan Grassroots Women 2019s Natural Resource Management Association (HIMAWANTI), National Indigenous Women Forum (NIWF), and the Community-Based Forestry Supporters 2019 Network, Nepal (CoFSUN).
  • Further revisions of the FCPF BSP took place in 2023 and 2025, in a revised version released in 2025, which integrated the results of national consultations.
  • The proposed BSP for the LEAF ER Program is under development. It is based on the relevant legal framework, the FCPF ER Program benefit sharing approach, and consultations with stakeholders. Consultations on the LEAF ER Program, including FPIC and the proposed BSP took place across the jursidiction and in 2023-2025, involving more than 1,700 participants; meetings on the BSP with key stakeholdrs have also taken place at national level in 2025-2026. In addition, ongoing outreach at the municipaility/local government area (LGA) level, facilitated by RECOFTC, includes further information sharing and discussiuon of benefit sharing.
