B5.2 Beneficiaries of REDD+ programs are identified and mapped in consultation with relevant stakeholders

Evidence Supporting This Indicator

  • The NRS (2018-2022) identifies key beneficiary groups for REDD+ related actions and benefit‑sharing. It highlights that women, Indigenous Peoples, Madhesis, Dalits, local communities and forest‑dependent poor households should be prioritised in access to benefits, livelihood opportunities and equitable forest governance (Sections 3.2.6 and 3.2.7). The Strategy recognises existing disparities in access to forest resources and decision‑making, and emphasises the need for targeted measures to ensure these groups benefit from REDD+ implementation. It also identifies Community‑Based Forest Management (CBFM) groups as key rights‑holders and therefore primary beneficiaries of REDD+. It calls for benefit sharing to reflect forest tenure rights, management inputs and the contribution of community groups to maintaining forest ecosystem services.
  • The NRS review conducted in 2024 identified gaps in inclusion and benefit distribution among target beneficiary groups, including limited progress in ensuring equitable access for women, Indigenous Peoples and marginalised users.
  • The updated NRS (2025-2034) states that benefit sharing under REDD+ must prioritise rights‑holders with recognised forest tenure, including Community Forest User Groups, Collaborative Forest Management groups, Leasehold Forest groups and other community‑based regimes. It also reaffirms that women, Indigenous Peoples, Dalits, Madhesis, local communities and vulnerable households are priority beneficiaries who must be meaningfully included in access to carbon and non‑carbon benefits (Section 3.6; Strategy 4.6.4).

  • The Benefit Sharing Plan (BSP) for the FCPF ER Program in 13 districts across the Terai Arc Landscape (TAL) identifies beneficiaries based on a combination of criteria, including institutional factors, ER activities, degree of forest dependency and social justice. It recognises four beneficiary categories:
    • - Government entities
    • - Community-managed forest groups
    • - Private forest owners
    • - Forest-dependent households outside of the community groups
    It also identifies the following as beneficiaries:
    • - Indigenous Peoples
    • - Dalits
    • - People with disabilities
    • - Minorities
    • - Poor households
    • - Women
    • - All members of forest user groups
    A total of six consultations were conducted in ER Program areas, with representation from Indigenous Peoples and marginalised groups, focusing on the identification and categorization of end beneficiaries.
  • The proposed BSP for the LEAF ER Programme aligns with the FCPF BSP and follows the national legal framework. The BSP proposes to channel 10 percent of the funds received to implementuing agencies for management costs, 80 percent to agencies and community-based forest management (CBFM) groups involved in forest management, 5 percent to owners of private forests within the program area, and 5 percent to forest dependent households outside of CBFM groups. Consultations held during 2023-2025 have discussed the proposed beneficiaries and allocations, and the BSP is expected to be finalised in 2026.
