B2.2 The REDD+ Strategy and programs apply gender-sensitive and socially inclusive approaches and procedures throughout the design, implementation, monitoring and evaluation of REDD+ actions.

Evidence Supporting This Indicator

  • The National REDD+ Strategy (NRS, 2018 20132022) and the revised NRS (2025 20132034) both promote gender -sensitive and socially inclusive approaches as cross -cutting principles of REDD+ implementation. The NRS identifies women, Indigenous Peoples, Dalits, Madhesis and other forest -dependent and marginalised groups as priority stakeholders and require their inclusion across REDD+ planning, implementation and benefit -sharing processes.
  • The Forest Act (2019) and Forest Regulation (2022), as reflected in REDD+ programme documentation, establish mandatory requirements for inclusive participation in community -based forest management. These include requirements for at least 50 202fper cent women 2019s representation in Community Forest User Group (CFUG) executive committees and for inclusive governance and equitable benefit -sharing provisions to be incorporated into forest management plans.
  • National Guidelines for Free, Prior and Informed Consent (FPIC) applicable to REDD+ set out requirements for inclusive participation of women, Indigenous Peoples, Dalits, Madhesis and other marginalised groups. These procedures require that gender and socially differentiated concerns are identified and addressed during the FPIC process.
  • Inclusive participation is further supported through the REDD+ governance arrangements described in the NRS, which provide for representation of women, Indigenous Peoples, Dalits, Madhesis and local communities in national -level REDD+ decision -making bodies, including the National REDD+ Steering Committee and National REDD+ Coordination Committee.

  • The NRS (2018-2022) integrated gender and social inclusion across several sections, including commitments to gender equity (Section 3.2.6), social inclusion (Section 3.2.7), and guiding principles that promote people -centred, gender -responsive and socially inclusive practices, equitable benefit sharing and social justice. The Strategy also recognised challenges such as limited women 2019s participation in forestry decision -making and identified actions to strengthen representation, capacity and equitable access to benefits.
  • The NRS review conducted in 2024 identified gaps in implementation of gender equality and social inclusion measures, including underperformance of key strategies, limited progress in securing tenure for marginalised groups, weak understanding of safeguards and the FPIC process among Indigenous Peoples and local communities, and inadequate inclusion in decision -making. These findings informed the development of the updated NRS.
  • The updated NRS (2025-2034) strengthens gender and social inclusion (GESI) elements, with a dedicated section on GESI (Section 3.6) and commitment to ensuring equitable governance practices, social inclusion and gender equality across planning, decision -making, implementation, monitoring and evaluation (Strategy 4.6.9.4).
  • It also integrates gender -responsive and inclusive measures, including => improving tenure rights for women, Indigenous Peoples and marginalised groups; enhancing livelihood opportunities for women and disadvantaged households; strengthening safeguards; and ensuring fair and equitable benefit sharing.

  • Under the Forest Carbon Partnership Facility (FCPF) Emission Reduction (ER) Program, the gender and social inclusion risks and opportunities identified through the Strategic Environmental and Social Assessment (SESA) were addressed through the Environmental and Social Management Framework (ESMF), which includes provisions for inclusive consultations, FPIC, targeted engagement of women and marginalised groups, and use of Indigenous Peoples and Vulnerable Community Development Frameworks (IPVCDFs) where applicable. The ER Program also developed a Gender Action Plan (2018) to guide gender -responsive forest management actions, including activities specifically targeting women and marginalised groups within community -based forest management systems.
  • The FCPF Benefit -Sharing Plan (BSP, 2022) includes gender -responsive allocation measures, including that at least 50 202fpercent of funds remaining after forest -management allocations are directed to women 2019s empowerment, leadership development and income -generating activities, also with specific attention to Indigenous Peoples, Dalits, Madhesis, Muslims and women.
  • Gender and social inclusion considerations are also integrated in the Building a Resilient Churia Region in Nepal (BRCN) project, which applies social and environmental safeguards, including screening of differentiated impacts on women, Indigenous Peoples and vulnerable communities, and includes targeted measures to promote inclusive participation and equitable benefit -sharing in forest and landscape restoration activities.
  • For the LEAF ER Program, application of gender -sensitive and socially inclusive approaches is based on Nepal 2019s NRS (2018, 2025) and national REDD+ safeguards framework and procedures. The TREES Registration Document (TRD) confirms that ER Program design is consistent with national policies on inclusion, participation and FPIC. Evidence of application during implementation is documented through TREES Monitoring Reports (TMRs), which describe inclusive stakeholder engagement activities and consideration of the differentiated needs of women, Indigenous Peoples and other groups.
