Data Sources:

  • FPIC procedures for REDD+ are established in Nepal 2019s legal framework. Forest Regulation (2022), Rule 107(6), requires that FPIC be obtained from concerned forest user groups and affected communities prior to approval of any national or international agreements related to emission reduction payments.
  • Nepal's National Guidelines on FPIC for REDD+ (2025) are available publicly, including on the REDD Implementation Centre's website. The Guidelines describe the objectives, core principles and required steps for applying FPIC in the context of REDD+ actions and emission reduction (ER) programs.
  • Information on stakeholder engagement and consultation processes for the Forest Carbon Partnership Facility (FCPF) ER Program in the Terai Arc Landscape is publicly available through the ER Program Document (ER-PD), the Environmental and Social Management Framework (ESMF) and the Benefit -Sharing Plan (BSP). These documents describe the consultation approaches applied during program design, including engagement with Indigenous Peoples, community forestry institutions and other stakeholders.
  • For the LEAF ER program, information related to FPIC and stakeholder engagement is also publicly available, including in the ART-TREES documentation and in the 2025 FPIC consultation report, which documents FPIC-related consultations, facilitated by RECOFTC in the LEAF program area during 2023-2025.
  • A national REDD+ Stakeholder Engagement Plan is under preparation as of 2026.
