• Nepal’s legal and policy framework requires the application of Free, Prior and Informed Consent (FPIC) in the REDD+ context. For example, the Forest Regulation (2022) requires prior notification, consultation and consent-based procedures for activities affecting forest user groups and local communities, including in relation to carbon-related initiatives.

• The National REDD+ Strategy (2025-2034) emphasises that FPIC processes must be gender-sensitive, socially inclusive and participatory, and that REDD+ implementation should apply FPIC based on national guidance and lessons learned from REDD+ implementation experiences.

• National Guidelines on FPIC for REDD+, developed in 2024 through a participatory process, integrating inputs from key stakeholders, including FECOFUN, NEFIN and ACOFUN. The Guidelines establish FPIC as a collaborative process that must be jointly designed and implemented with Indigenous Peoples and local communities, including through identification of rights holders and customary decision-making institutions; agreement on culturally appropriate consultation methods and formats; and definition of locally appropriate means of expressing consent.

• Forest Carbon Partnership Facility (FCPF) Emission Reductions (ER) Program: The Environmental and Social Management Framework (ESMF, 2018/2019) for the Program established a requirement for "Free, Prior and Informed Consultation" with Indigenous Peoples (per World Bank Operational Policies/BP 4.10) and included safeguard instruments, such as an Indigenous People and Vulnerable Community Development Framework (IPVCDF) and Resettlement Policy Framework (RPF). An extensive, bottom-up consultation approach was developed and implemented for the ER Program that generated feasible district and community-level activities. All consultations were carried out following the “Guidelines on Stakeholder Engagement in REDD+ Readiness”

• The Green Climate Fund-supported "Building a Resilient Churia Region in Nepal" (BRCRN) project has developed an ESMF, as well as Environmental and Social Management Plans (ESMPs), Indigenous Peoples Plans (IPPs) and Social Inclusion Management Plans (SIMPs) for all 26 river systems involved in the project; an FPIC process was followed during the development of the IPPs.  
   

• For the LEAF ER Program, an FPIC process was collaboratively designed and implemented with stakeholders during 2023-2025, based on the recently developed National Guidelines on FPIC for REDD+. RECOFTC Nepal, in close coordination with REDD IC, facilitated participatory rights holder mapping and iterative consultations that informed both the design and application of the FPIC process.
